Request for Proposals - Perkinsville School Plumbing

Town of Weathersfield, Vermont
                                          Request for Proposals
to Install Plumbing
in the Perkinsville School house
[released 7/30/15]
The Town of Weathersfield requests proposals from plumbers licensed in Vermont to install plumbing within the 1879 Perkinsville School House.
The 1879 Perkinsville School House is located at 1862 Vermont Route 106 in Perkinsville. The building is comprised of two classrooms in the historic brick building with an attached wooden ell. The total square footage of the building is approximately 1,800 square feet.
As part of the Town’s renovations of the School House presently underway, the Town wishes to install an ADA compliant toilet and sink, a kitchen sink supplied by the town, and a slop sink in the ell as shown on the attached drawing. There are no plumbing fixtures proposed in the two classrooms in the brick school house.
The septic pipe to the leach field exits through the dirt floor in the middle of the ell. A new pressure tank and well controls are located in the basement under the south classroom. The plumber will need to install a water heater as part of their proposal. The floor framing and interior walls of the ell have been removed. The plumber will need to work in conjunction with the Town’s contractor to rough in plumbing as the floor and walls are reframed.
Proposals should describe the contractor’s recommended approach and the full cost for the approach as a fixed price. A contractor may present options with fixed prices for each option.
General Requirements

  • The contractor is responsible for all work and costs associated with the installation of the plumbing system.
  • Bathroom fixtures shall be ADA compliant.
  • Proposals shall include literature on all equipment and fixtures being proposed.
  • Hot and cold water pipes must drain back to stop and waste valves provided at pressure and hot water tanks.
  • Water heater shall be a 20- to 40-gallon well insulated unit situated close to the pressure tank. The hot water tank should be connected to the water system using union fittings.  As an Option, the Town requests pricing to substitute a tankless water heater.
  • Cross linked polyethylene (PEX) or type L copper is acceptable as long as piping is sized for adequate flow to all sinks and the toilet should more than one fixture be in use simultaneously.
  • The Town will insulate the pipes. This does not have to be included in the proposal. As an Option, the Town requests pricing to have the contractor insulate the pipes.
  • All traps must be drainable.
  • A soil pipe “Y” clean-out shall be provided at the crawl space level.
  • So that lofting of the ceiling in the ell may be considered as an option, the vent pipe should be located in the partition between the bathroom and the entry room, and should run as close to the north exterior wall as possible, then passing between the rafters to exit 4 feet up from the outside eave.
  • The soapstone counter and sink have been earmarked for the service area.  The cabinet base will need to be raised by volunteers to bring it to a height usable by the standard adult at 30”.
