                                              Request for Bids
for Crushed Gravel
[issued 12/3/13]
            The Town of Weathersfield is accepting bids from qualified crushed gravel suppliers to furnish approximately $25,000 worth of crushed gravel delivered to the Town Highway Garage on or before January 8, 2014.
            The gravel shall meet the most recent edition of Vermont Agency of Transportation Standard Specifications for Construction Section 704.12, Aggregate for Surface Course and Shoulders, Sieve Designation 37.5 mm (1 ½ inch).
            The Town is exempt from the Vermont State Sales Tax.
            If available, the Town is entitled to receive the Vermont State Bid Price.
            Pricing is requested for a fixed price per cubic yard delivered on or before January 8, 2014 to the Town Highway Garage, 483 Stoughton Pond Road, Perkinsville, Town of Weathersfield, Vermont.
            All potential suppliers who sell by the ton must provide the cost per ton plus the conversion factor used and must provide the cubic yard price on their Bid Form. All cubic yards shall be calculated on truck size in a loose, as loaded, condition.      
            Invoicing shall be once a month for gravel satisfactorily delivered as determined by the Public Works Supervisor.
            The chosen gravel supplier will work under the direction of the Public Works Supervisor.
            Sealed proposals, clearly marked “Gravel Bid” on the outside, must be received no later than Noon on Monday, December 16, 2013 at the following address:   Weathersfield Town Manager’s Office, 5259 Route 5, PO Box 550, Ascutney, Vermont 05030-0550.
            Bids shall be opened at that time, and if awarded, will be awarded by the Town within 7 days. (It is anticipated that the bid will be awarded by the Select Board at their meeting on 12/16/13.)
            Unsealed, late, emailed, or faxed bids will not be accepted. (Note: Do not submit bids to Public Works Supervisor.)    
Bids shall be submitted on the one-page “Bid Response Form” provided and must be signed by the gravel supplier or their authorized representative.
The bid, if awarded, will be awarded to the least costly, best qualified and most responsible bidder. In determining the “least costly, best qualified and most responsible bidder,” in addition to price, the following may be considered:
  1. The      substantial performance of the bidder in meeting the specifications and      other terms and conditions of the solicitation;
  1. The      ability, capacity and skill of the bidder to provide the services      required, and to do so within the time specified;
  1. The      character, integrity, reputation, experience, financial resources and      performance of the bidder under previous contracts with the municipality      and elsewhere.
            The chosen gravel supplier may be required to provide references and demonstrate successful completion of similar work. The chosen gravel supplier may be required to demonstrate that he or she consistently performs work using the highest quality of workmanship. The chosen gravel supplier may be required to demonstrate that he or she owns or has access to the equipment required to perform this work.
            The Town reserves the right: (1) to accept or reject any or all bids in whole or in part and to accept other than the lowest price proposal; (2) to amend, modify, or withdraw this Request for Bids; (3) to require supplemental statements or information from proposers; (4) to extend the deadline for responses to this Request for Bids; (4) to waive or correct any irregularities in bids received; (5) to negotiate separately with competing bidders; (6) to award the bid deemed in the best interest of the Town; (7) to inspect and/or test a stockpiled sample of the proposed gravel product (if available) before awarding the bid.
            The Town will issue a Purchase Order to the chosen gravel supplier.
