SUMMARY OF INCIDENT: On 09/25/15 at approximately 2204 hours, a masked white male attempted to rob the North Springfield Irving gas station. The suspect was described as being about 5'7" to 5"8" tall and 150 to 160 pounds. He was reportedly wearing a black bandanna, glasses, a Carhartt-type coat over a grey hooded sweatshirt, and gloves. He was reportedly armed with a handgun. Anyone with information is asked to contact the Springfield Police Department at 802-885-2113.

Thrasher Road Closed to Through Traffic

Thrasher Road in the Town of Weathersfield, Vermont, will be closed to through traffic at a point just downhill from of its intersection with Victory Drive on Wednesday, October 7 and Thursday, October 8.  

The road closure will allow the Town to replace an undersized culvert at the base of this hill with a much larger culvert.  This work is part of the Town’s effort to lessen damage from flooding when torrential rains fall on the southeast slopes of Ascutney Mountain during thunderstorms.

Although the road will be closed at this location, all homes on Thrasher Road will still be accessible from either Route 131 or Route 5.  Victory Drive will not be affected by this road closure.

Maximum sustained winds are near 125 mph with higher gusts - a Category 3 hurricane on the Saffir-Simpson Hurricane Wind Scale. Slow weakening is expected begin later today, followed by steadier weakening Sunday and Sunday night.

Swells generated by Joaquin are affecting much of the southeastern coast of the United States and will spread northward along the east coast of the United States through the weekend.

Swells from Joaquin will begin affecting Bermuda today and continue through the weekend. These swells are likely to cause life-threatening surf and rip current conditions.

Even though Joaquin is expected to pass well east of the coast of the United States, a prolonged period of elevated water levels and large waves will affect the mid-Atlantic region, causing significant beach and dune erosion with moderate coastal flooding likely.

WPL Library Director Starts Oct 14!

Ascutney, Vt. – The Weathersfield Proctor Library is pleased to welcome Mark Richardson as the new Library Director as of October 14th.

Mr. Richardson spent his youth in Bellows Falls and is excited to return to the area. In 2014, through the Veteran Retraining Program, he was able to earn his Associates of Applied Science degree as a Library Technician. This gave him the opportunity to pursue his lifelong passion of working with books. In August, Mr. Richardson completed a Master’s Degree in Library Science from Clarion University. He also holds a Master’s in Divinity and Theology from Bangor Theological Seminary in addition to a Bachelor of Arts degree from Vermont College of Norwich University.

Mr. Richardson has a wide range of experience from his time at Bangor Theological Seminary working with collection donation under the head librarian during his work study. Mr. Richardson has spent the past two years volunteering at the Penobscot Marine Museum assisting with various cataloging and processing new acquisitions. Additionally, he has completed his internship at the Bangor Public Library where he worked in the special collections and local history department digitizing images and documents to be used for metadata for upload to the Maine Memory Network and/or the Bangor Digital Commons. As an ardent bibliophile and book collector, Mr. Richardson firmly believes, “that librarians have a responsibility to master new technologies as they come along, but they have an equal responsibility to preserve the print heritage of their communities.”

In his free time, Mr. Richardson enjoys exploring his interests of astronomy and camping with his wife and three children. They are looking forward to becoming a part of the Weathersfield community and enjoying all our town has to offer.

The Weathersfield Proctor Library is a small red brick building located on Route 5 in Ascutney, Vermont. Dedicated in 1903, it was the gift of Benjamin Franklin Blood in memory of his mother, Roxalana Proctor Blood.

The Lebanon Police Department, along with the United States Secret Service, are asking for the public's help in identifying the suspect in the attached photo after a skimming device was found on an ATM.

According to reports, the device was placed on an ATM at the Mascoma Savings Bank, located on North Park Street. The device was placed on September 12, 2015 at 6:37am and removed the same day at 8:10pm. The bank has issued new cards to several customers.

WEATHERSFIELD — A group of parents in Weathersfield believes the town should be allowed to withdraw from the Windsor Southeast Supervisory Union (WSESU) if the current program of school choice is eliminated under state legislation known as Act 46.

"So far, it's all been about budgets and numbers. We are trying to be the voices for our children," said Allison Hodgdon, who opposes Act 46 because she said it would deprive children of the ability to choose where to attend high school.

Hodgdon and eight other parents gathered Friday night at Evolution Salon and Spa in Weathersfield to voice their concerns as WSESU Superintendent David Baker provided a status report on the pending district restructuring.

Baker said the Vermont Board of Education recently decided that school districts merged under Act 46 no longer will have the option of school choice — a complete about-face from a promise made earlier.

The new legislation would force students within the four WSESU towns - Weathersfield, Hartland, Windsor and West Windsor - to attend Windsor High School.

The move would eliminate tuition payments under the current choice option, but each town would be required to send students to the high school, Baker said.

Act 46 requires Vermont school districts with enrollments of less than 900 students to merge by 2018. Otherwise, the state will intervene and do the merger.

A merger would eliminate both individual district school boards and separate school budgets and combine them into a single governing board and a single budget voted by the towns.

School districts that don't comply with Act 46 risk losing state aid to small schools as well as tax incentives.

Following the merger, the new district would receive five years of modest reductions in the school tax rate — 10 cents per $100 in year one and 8 cents the following year. There would also be a "one-time" transition grant of $150,000.

In 2013, the WSESU released a study that concluded that the four towns were not ready to merge because, if they did, all students would have to go to one high school.

The study concluded that the merger would be feasible only if choice remained an option.

Weathersfield parents Doris Villandry said the loss of school choice would lower property values by discouraging parents to want to relocate to the town.

"We want choice for our kids and their education. A lot of us feel we are being forced to go to Windsor High School. We want to be heard," said Villandry.

"I am so petrified that my kids will want to drop out of school. Their minds are set to go to different high schools," she said.

Parents said it would be better if the town withdrew from WSESU and form a new supervisory union allowing school choice.

Baker said breaking up would be hard to do under the provisions of Act 46. The town would be hard-pressed finding other school districts with student enrollments large enough to meet the state attendance threshold of 900 students.

"You can't go it alone. They are not going to allow it," Baker said.

Baker said that Act 46 mandates education based on "quality, efficiency, equity, and sustainability."

A study committee has been formed to examine the effects and implementation of Act 46 in the SU and report its findings in October, Baker said.

We are holding another work party on October 17th from 8am to 1pm.  Our last work day event on Saturday Sept. 12th was a huge success!  We completed the ell’s perimeter insulation, floor framing, and plywood deck.  A big thank you to all the volunteer’s making that possible, and to BJ Esty for providing a delicious hot lunch to keep us going into the early afternoon.

Projects on the 17th will include, removal of combustible wall material from the south classroom, exterior sill flashing, wall and ceiling insulation, and ramp repairs.

Again, do not be deterred by lack of carpentry skills.  There will be plenty for all to do.  We hope you can join us.  If you can help, let us know by replying to this e mail or calling Matt Keniston at 802 263 5300.

Hurricane Joaquin - Be Prepared - Stay Tuned To Updates

NOAA NWS National Hurricane Center added 4 new photos.

Recent reports from a U.S. Air Force Reserve Hurricane Hunter aircraft investigating Hurricane Joaquin indicate that the maximum sustained winds have increased to near 105 mph - a strong Category 2 hurricane on the Saffir-Simpson Hurricane Wind Scale. Additional strengthening during the next 48 hours is forecast, and Joaquin is expected to become a major hurricane during the next 24 hours.

Joaquin is centered about 95 miles east of San Salvador Bahamas. A general motion toward the southwest near 7 mph is expected through Thursday, followed by a turn toward the northwest and north Thursday night or Friday. On the forecast track, the center of Joaquin is expected to move near or over portions of the Central Bahamas tonight and Thursday, and be near or over portions of the Northwest Bahamas Thursday night or Friday.

A Hurricane Warning continues for the Central Bahamas and the Northwest Bahamas but excluding excluding Andros Island. A Hurricane Watch is in effect for Bimini. A Tropical Storm Warning continues for the Southeast Bahamas but excluding the Turks and Caicos Islands.

Hurricane conditions are expected to reach portions of the Central Bahamas by early Thursday morning. Winds are expected to first reach tropical storm strength in the warning area tonight, making outside preparations difficult or dangerous. Preparations to protect life and property should be rushed to completion.

It is such a humbling experience to realize how many lives I intersect with through BRAT...this beautiful woman, Susan Hunter, just passed away and I am honored that this photo is the way I'll always remember her -- smiling and cheerful, warm and giving of her time and self. 

For anyone who knew Susan, the following post was made by the Crown Point Road Association: 

A Memorial Service will be held Sunday, November 8th at the Springfield Unitarian Universalist Church on Fairground Road, Springfield (Behind the Middle School) at 3:00 p.m. for former Crown Point Road Association board member Susan Wickendon Hunter of Weathersfield VT.

Susan died Wednesday afternoon September 23, 2015 at Amherst Massachusetts from the effects of ALS.

Susan was born in 1948, the daughter of Mr & Mrs Richard Wickenden.

Her husband Graham Hunter died in 2011.

Susan was an enthusiastic hiker, and led several CPRA outings throughout the years. She was employed as a teacher at Springfield Middle School until her retirement in 2012.

She is survived by two sons Matthew of Montreal and Patrick of Amherst MA.

Shirley A. Alflen, 77

WINDSOR — Shirley A. Alflen, 77, of Thrasher Road in Windsor, died Monday, Aug. 31, 2015, at Dartmouth-Hitchcock Medical Center in Lebanon following a period of failing health. She was born Oct. 11, 1937, in Cleveland, Ohio, the daughter of Charles and Ann (Visi) Bergen and had been a longtime area resident.

Shirley had been employed for many years by J.C. Penney in Claremont. Following her retirement, Shirley volunteered countless hours at Mt. Ascutney Hospital in Windsor. She was a member of the Catholic Daughters of the Americas, Court Virgil Barber. Shirley enjoyed traveling, painting and line dancing.

Members of her family include her husband, Ronald Alflen of Windsor; a son, Robert Alflen of Ascutney; two daughters, Denise Kaplin of North Kingstown, Rhode Island and Audrey Alflen of Concord, New Hampshire; four grandchildren and four great-grandchildren.

A Mass of Christian Burial will be celebrated at 11 a.m. Thursday, Sept. 3, at St. Joseph’s Church, with the Rev. Shawn M. Therrien officiating. Interment will follow at St. Francis Cemetery in Windsor. Friends may call at the Roy Funeral Home, 93 Sullivan St., in Claremont on Thursday morning from 9 a.m. until the funeral procession leaves for the church.

The family suggests that in lieu of flowers, memorial contribution be made to either Mt. Ascutney Hospital Volunteer Fund, 289 County Road, Windsor, VT 05089; or The Catholic Daughters of the Americas.

Gordon Robert Stoodley, 77

WEATHERSFIELD — Gordon Robert Stoodley, 77, of Weathersfield, died Thursday, Sept. 17, 2015, at Mt. Ascutney Hospital and Health Center in Windsor after a long illness, surrounded by family. Gordon was born May 29, 1938, the son of the late Kenneth and Marie (Therberge) Stoodley.

Gordon married Sheila Martell on May 21, 1988. Together they spent 27 years happily married. Gordon enjoyed hunting, taking his two dogs for rides on back roads, making soup and other foods for his family and mowing his lawn. He was a big fan of New England sports teams. Gordon had a great sense of humor, inspiring many funny photos! He loved when his family and friends stopped to visit. Gordon worked for many years and retired from Bryant Grinder Corporation.

Members of his surviving family include his loving wife, Sheila; his daughter, Lori LaPlante and her husband, Ron, of Weathersfield; two sons, Robert Stoodley and his wife, Sharon, of Claremont and Randy Stoodley and his wife, Doreen, of Weathersfield; two stepdaughters, Dawn Wikle and her husband, Tom, of Nashville, Georgia and Penny Davis and her husband, Scott, of Claremont; and many grandchildren and great-grandchildren.

There will be no visiting hours. A memorial service will be held at 1 p.m. Thursday, Sept. 24, at the Roy Funeral Home, 93 Sullivan St., in Claremont, with Pastor Mike Boy of the Ascutney Union Church officiating. Committal will follow at Ascutneyville Cemetery.

Tropical Storm Juaquin is currently forecast to head up the east coast. Too early to know with any certainty what that means to Vermont, but as always be ready for anything. Always have extra food and water, batteries, flashlights, and other necessities on-hand in case you are ever home bound.

On this Tuesday morning, NHC is issuing advisories on Tropical Storm Joaquin, located a few hundred miles northeast of the central Bahamas. Maximum sustained winds are 40 mph.

Elsewhere, a trough of low pressure located over the northeastern Gulf of Mexico between Tampa, Florida and Apalachicola, Florida, continues to produce disorganized showers and thunderstorms over the northeastern Gulf of Mexico and portions of the southeastern United States. Strong upper-level winds will likely prevent any significant development of this system before it moves inland over the northern Gulf coast later today, and the Air Force Reserve reconnaissance aircraft scheduled for today has been canceled. Regardless of tropical cyclone development, locally heavy rains are likely over portions of the southeastern United States during the next couple of days.

Elsewhere, a large area of disturbed weather over the central Atlantic several hundred miles northeast of the northern Leeward Islands is associated with a frontal trough and the remnants of Ida. Some slow development of this system is possible later this week while it moves slowly west-northwestward.
