Are Tinted Car Windows Really Illegal in Vermont?

Title 23 of Vermont Statutes Annotated section 1125 - Obstructing Windshields; no motor vehicle may have tinted windows on the front drivers and passengers side window or front windshield. This means out of state vehicles as well.
