The Town of Weathersfield, Vermont, (“Town”) is accepting
proposals from motor grader dealers (“Proposers”) for a new motor grader
meeting the attached Minimum Specifications.Proposals Requested: Proposers are to supply detailed specifications on the grader(s) proposed for sale to the Town, including pricing, options, warranties, trade-in proposals, and delivery date. At the 2014 Weathersfield Town Meeting, voters approved the following article:
Article 11: Shall
the voters of the Town of Weathersfield authorize the Select Board to
borrow funds not to exceed $160,000 for a period not to exceed five
years for the purpose of purchasing a highway grader? The cost of the
grader will not exceed $385,000. The balance of the funds needed to
purchase the grader will come from the sale or trade-in of the Town’s
existing grader.
The Town anticipates issuing a Purchase Order on or
before May 28, 2014. All pricing shall be good though June 4, 2014.Sealed proposals, clearly marked “Grader Proposal” on the outside, must be received no later than noon on Thursday, May 15, 2014 at the following address: Weathersfield Town Manager’s Office, 5259 Route 5, PO Box 550, Ascutney, Vermont 05030-0550. Proposals shall be opened at that time.
No proposals will be considered unless
physically received at the Town Manager’s Office on or before the time
designated. Proposals received before the time of opening will be kept
by the Municipal Manager’s Office securely and unopened. Proposals
received after noon on Thursday, May 15, 2014 will be returned unopened.
Unsealed, late, emailed, or faxed proposals will not be accepted.
(Note: Do not submit proposals to the Public Works Superintendent or the
Highway Department.) The Town will not be responsible for proposals
which do not physically arrive in the Municipal Manager’s Office by the
deadline.
One original plus 2 full copies of all Proposals shall be provided.The Town will issue a Purchase Order to the chosen motor grader dealer. The Town will follow the requirements of the Town of Weathersfield Purchasing Policy, dated 12/18/2000.
A Purchase Order, if awarded, will be
awarded to the least costly, best qualified and most responsible
proposer. In determining the “least costly, best qualified and most
responsible proposer,” in addition to price, the following may be
considered:
The Town will take delivery of the vehicle only on or after July 1, 2014, when its 2015 Fiscal Year begins.
The contents of the proposal from the
successful proposer will become the basis for contractual obligations if
a contract is entered into. Depending on the proposed pricing,
components of the grader may be added or deleted at the discretion of
the Town to reach a final price.
All proposals shall be based upon the attached Minimum Specifications.

Request for Proposals for a Motor Grader
MINIMUM SPECIFICATIONS
5/6/14
OPERATING WEIGHT:The minimum operating weight of the unit included in these specifications, without the snow wing, shall be 44,000 pounds. ENGINE: Minimum of 225 Net in highest gear (NOT MAX NET) variable horsepower, turbo charged, air-to-air aftercooled six cylinder diesel engine with 24-volt electric starter, cold starting aid, engine block heater, as well as a two stage dry type air cleaner. Engine must meet a minimum of all applicable Federal Governmental Tier 4i standards for smoke and emissions, as well as OHSA standards for noise. Engine to be protected with extended life anti-freeze. Unit shall have an environmentally friendly engine oil drain. TRANSMISSION: Direct Drive, full powershift 8-speeds forward, 6-speeds reverse transmission with overspeed protection. Unit shall have an Autoshift Feature. Unit will have a minimum of 4 working gears under 7 mph. FRONT AXLE/REAR AXLE, DIFFERENTIAL AND BRAKES: Front axle spindles shall be sealed and bearings shall be sealed and lubricated with an oil bath. Rear tandem axle and differential shall be heavy duty with inboard planetary final drive, with hydraulically operated rear differential lock. Rear tandem axle shall oscillate a minimum of 40 degrees. Unit shall have a manual and an automatic rear axle diff lock. Service brakes shall be hydraulic or air operated multiple wet disc and shall work independently of each other. Unit shall have a secondary braking system. Parking brake shall be manual or hydraulically operated multi wet disc. Minimum of 2” pitch drive chain. ELECTRICAL: 24 volt electrical system. Alternator shall be a minimum of 150 amp. and be a sealed type, Starter shall be a minimum of 1000 amps. Batteries shall be a minimum of 1400 CCA. A 25 amp., 24-12 volt converter for a 2-Way Radio shall be included in unit, along with an additional 5 amp. 24-12 volt converter with Powerport located in cab. Unit shall have a ground level battery disconnect switch. All electrical wires shall be color coded and numbered. LIGHTS: Unit shall have a minimum of 2 front headlights and directional lights, 2 rear LED stop/tail/directional lights, 2 front work floodlights and 2 blade work lights, 2 rear work flood lights, 1 work flood light for wing. Strobe light mounted on rear of cab, with switch in cab. TIRES:
Tires shall be 17.5-25 Michelin Snow Plus Radials on wide multi-piece wheels.
HYDRAULIC SYSTEM/FRONT WHEEL DRIVE ARTICULATION/STEERING : Variable closed center variable displacement piston pump load sensing hydraulic system with aggressiveness selector for front wheel drive. Minimum of 55 gallons per minute. Total of 40 degrees of articulation, with in cab indicator. Unit shall have automatic return to center feature. Steering/wheel lean shall be full power. Unit shall have secondary steering. Hydraulic Front Wheel Drive oil/system shall be separate from the Hydraulic System to prevent cross contamination. Hydraulic system shall have required flow to ensure full multi functioning of hydraulic circuits. Machine/Steering functions shall be electric over hydraulic. BLADE/MOLDBOARD/CIRCLE FRAME: Unit shall have a circle drive slip clutch as blade lift accumulators standard equipment to protect the components from shock loading. Draw bar shall be “Y” or :V” style. Replaceable nylon wear inserts shall be installed between the drawbar and circle. The moldboard shall be a minimum of 14’ x 27” x 1”, with 8” cutting edges. Moldboard shall sideshift a minimum of 46 inches. Unit shall be able to bank left and right to an angle of 90 degrees. Circle to be a minimum of 60” in diameter and shall have inside mounted teeth. Circle must rotated 360 degrees. Controls for all blade/circle functions, including float for both ends of moldboard shall be electric over hydraulic. CONTROLS: All machine operation, moldboard and attachment controls will be electric over hydraulic. Standard rack style controls will not be accepted. CAB:
Enclosed Deluxe Isolation Mounted
ROPS/FOPS Cab with highest BTU HVAC system available, unit shall have
required ductwork to ensure heating/cooling system will maintain
adequate foot heating/cooling, AM/FM/WB Radio, Defroster Fan, Air
Suspension Seat, with 3” Seat Belt. Unit shall have dual doors. Sound
Level in cab shall be a maximum of 70 dB(A). Wipers/Washers shall be
installed on front, lower front (if unit has lower front windows) and
rear of Cab. If unit has lower front windows, they shall open for
ventilation. Unit shall have color rear view camera. Unit shall have
dual outside heated rear view mirrors.
OTHER EQUIPMENT:Unit shall have a mid-mount “V” style scarifier 11 teeth.

Unit shall have quick evacuation system to change the engine, transmission and hydraulic oils.
Unit shall have Oil Sampling Ports for all oil cavities.
Unit shall have External Toolbox. Unit shall have in unit full system diagnostic capabilities.
ATTACHMENTS: Front Harness to operate both a snow plow and dozer blade. A 12’ all Hydraulic snow wing including three function E/H auxiliary hydraulics to power the wing with in cab controls. Installation of the harness and wing shall be done by the proposer. AUXILARY HYDRAULICS: Auxiliary hydraulics shall be installed to the front of the motor grader to power all moldboard controls, the front harness and the wing. WARRANTY: Unit shall have as a minimum a 5 Year/5,000 Hour Full Machine, No Cost Warranty. Please provide optional costs and details for additional Full Machine, No Cost Warranties.
