Victim: Ramhance Rampersaud Age: 48 Address: Thetford, Vt

Narrative: On 2-24-15 at about 1915 hours VSP Rockingham received a report of a person acting suspiciously on Vermont Route 131 in the vicinity of Cascade Falls Road. It was reported that a male was standing in the roadway waving his arms. At 1918 hours VSP was notified of a motor vehicle accident with a man being struck by a car at the same location. When Troopers arrived a male, Ramhance Rampersaud, was observed lying alongside the north side of Vermont Route 131. He was being attended to by members of the Ascutney Volunteer Fire Department and Golden Cross Ambulance. He was transported the Dartmouth Hitchcock Medical Center where he was being treated for non life threatening injuries.

Troopers spoke to Jane McKeen who advised she was driving westbound. She suddenly observed a pedestrian standing in the westbound travel lane of the road. This section of roadway is not lighted. She was unable to apply her brakes or take evasive action. She struck the male with the passenger side front end of her vehicle.

Investigation has found that other cars, prior to McKeen, had to take evasive action to avoid striking Rampersaud. Investigation is on going. McKeen will not face any charges.

  1. My husband and I were traveling in ascutney last night when we came upon this same man standing in the middle of our lane with his thumb out. My husbandwas in front of me, he swerved and misses the man, I saw him swerve so new there was something in the road so I then see the man, only about 3ft in front of me and I swerved fast, barely missing him! We were going to then turn around and speak to the man when we got a phone call from a friend of ours who was a few minutes behind us, her coworker had ran over the man we had just swerved around. He was still alive but in poor condition. We have been praying for a fast recovery, also been praying for Jane! I'm sure she is distraught and very emotional due to this tradgic accident! We hope Jane will recover from this as well! God bless them! People be careful while driving, its crazy how quick a life can end or an accident can occur!

  3. One of my friends too encountered similar thing. I am not quite sure behind the recent surge in such type of accidents and near-miss but even my cousin who works with a DUI attorney Los Angeles was telling me about it. Sadly, so many lives are lost due to other people’ stupidity.

  4. It seems strange that the man who was hit was acting suspicious with his thumb out ?????Wonder what that could mean when someone standing alongside the road with a thumb out.
    Another interesting observation with your statement above is that both you, your friend from work and your husband were all travelling on that route 131 at the same time when all of you saw the man acting suspicious with his thumb stuck out !!!!!!
